A 1952 proposal for a body that would incorporate the European Coal and Steel Community (ECSC) and the proposed European Defence Community (
EDC). Its establishment was dependent upon ratification of the EDC, and was abandoned when the EDC was rejected, without ever being thoroughly discussed.
